For example, MTO’s value is $15,000. You purchased the car for $9,000. MTO will charge 13% tax on $15,000 (higher of the two values); which would amount to $1,950. The vehicle is excessively worn or damaged. I appropriately appraise your car for $9000. You pay MTO $1,170. You save $780 in taxes.
